Pick a state, then a city. The figure that matters most is the last one on each card — cities between 30,000 and 400,000 people, where a local site can still rank and a contractor can still afford the lease.
Sort by whatever constrains you. Demand rises sublinearly with size: the fitted exponent is 0.45, so a city ten times larger has roughly three times the searches, not ten. That is what makes small markets worth looking at.
